Best use of time to cut fat?

    I live in an apartment complex, with a small exercise room, they have 2 tread mills an eliptical machine, and a bike machine for legs only, then one for arms. They also have an all in one wieght machine for all parts of the body(not a bow flex regretably) I have broad shoulders and a big chest, and I look like I have lots of upper body strength which I want to lift more to make a fact. I also however have more fat than I want around my waist. If I want to spend no more than 1 hour per day in there, what is the best type of lifting/cardio mix to maximize fat burning.

    I have heard in the past that longer periods of less intense cardio cut fat better than shorter intense workouts, and for some reason I had to notion that I should lift first to get my heart rate going, and then once I switch to cardio it would help. Can anyone shed some light on this?
