As far as California is concerned?
i heard that thumbhole stocks were considered pistol grips in CA, but there's a very good possibility that i'm wrong.
Not a pistol grip but a thumbhole stock which would be illegal on anything that is centerfire with a removable magazine.

Is it cool looking? If yes, it is illegal in CA without a fixed mag.
As far as cali is concerned. The stock alone should be banned as it could give children splinters, or be swung as a club.
Dont forget that thumbhole could be used for lewd acts, think of the children, wont someone please think of the children.

Well I wouldn't go THAT far. California is still in the US, after all.
By definition, a pistol grip is a grip where you can wrap your fingers around and have the web between the thumb and the index finger be able to be placed under the top of the trigger. Or something like that.
But that is a thumbhole stock, which is illegal with centerfire rifles with a detachable mag...like stated up there
