No there was a time before dual layer ones were available, I would think all new ones should have the ability but I haven't cared to check.

Basically it would depend on how old the drive is.

it is a dell dvd burner. i checked the hardware info in my computer and it says DVD+-RW ND-6650A. is there any way i can tell if it is dual layer from that? and if it is, are there certain kinda of DL dvds i need or some special driver for it to recognize dual layers dvd+r?

Looks to be a dual-layer burner. You just need software like nero to burn to it.

That's a recent NEC model number, which means it will surely handle DL discs.
