Is there a way to turn the voltage on a 9 pin serial port on and off programmatically?

Any chance this can be done in a batch file?

Not on the serial port. Use the parrallel port.

If you have visual basic or something similar its very easy to program, I'm sure there are utilities out there or I might even be able to do it for you if you want.

The only problem is that its a very low current circut designed for signaling, if you want to turn something off and on you will need a driver circuit.

Yes, use a parallel port driven relay card.
