I tried to search the internet but I couldn't get a definite answer. I saw a Colt M4 .22 caliber for sale at Gander Mountain in an ad. My question is can i legally buy that at the age of 18 and is it classified as an assault rifle or just a normal long rifle.

Get a dedicated .22LR upper instead.

can you guys recommend me another gun like it and around the same price range?

i prefer .22 caliber since its so cheap to shoot. i'll probably pick up a larger caliber down the road.

If you don't have an AR already, the S&W. If you do, get a dedicated upper like a Spike's or CMMG.

I'd say build your own dedicated .22, but you can't buy the lower b/c you're under 21.

"assault rifle" Is a media scary name, never use that to describe any rifle for future reference. They are all just rifles.

18 to buy a rifle, or any long gun
21 to buy a stripped lower from FFL
21 to buy a pistol from FFL

You need a pistol purchase permit in order to buy a pistol if you do not have a NC CHP. This can be obtained from the Sheriff's office for $5. They have 7 days to approve and then you can pick up up to 5 purchase permits. They are good for 5 years, the same as a CHP, then you have to get new ones.
You may have to go through extra steps, but there is no law against an 18 y/o getting a purchase permit, and a lot of sheriffs will issue them with a meeting. Once you have a purchase permit, you can buy from private parties in FTF transactions, but not from a FFL.
You can also carry a firearm that is not yours in NC, as there is no registration. If you are wanting to carry a pistol, OC will be your only option till you are 21, but your parents can purchase and own the firearm that you keep/carry/use.
