Man, something is up w/ my headlights...
There's this unremovable film of hard water (or something else) stain on my headlights. I used window cleaner... nothing.
How can I bring it back to the way it was?
And... would anybody have any ideas as to mend a small ding on my passenger side headlight lens?

well are the head light lens made of plastic or glass. if there made of plastic i have tried wet sanding and buffing them like clear coat. it worked before.

Try wet sanding like Showtime said, or a rubbing compound for paint. Don't use a high-speed buffer or you'll melt the plastic.
