I'm a newb trying to get into Video editing/cutting, and DVD authoring, upon opening Adobe Encore and starting a 'new project' a menu popped up asking what television standard format I would like for the project. "NTSC" and "PAL" were the options. Can someone please explain to me what the difference is between the two formats, and in what circumstances I would need to use one or the other?
Thank you in advance for any help!

    NTSC - USA, Asia
    PAL - Europe

Thanks a lot, but if it's not too much to ask, what is the difference between the way USA and Asia have their television formats set up as opposed to Europe?

Different screen resolution, different refresh rate; HDTV is (theoratically) a common standard, yet it is also different from both NTSC and PAL. It's nothing that can't be converted, but it requires either a computer or expensive analog equipment to convert from one signal to another.
