I agree on how ridiculous it looks but F1 has been doing it for years, just got that large, and it works. Supposedly it shaved 5 seconds off his lap time @ Willow Springs to get 1st in FWD class @ 1:22:626, which is a FWD RECORD for the course. For comparison the Crawford Performance STI ended up 4th overall with a time of 1:22.097..and that's an AWD car. 2nd place for FWD was near 1:28.

AHAHA...I looked at that picture no less than five times, and the first four all I could think was "wtf bumper?"...but the fifth time...
This isn't a case of form following function, this is a case of an idiot making a halfassed mod (or maybe working around some other idiot's halfassed rules) instead of doing it right. He wants downforce on both ends? Fine, ditch the spoilers, seal the underbody, raise the rear suspension maybe 3/4" or so compared to the front, and get some better side skirts. That will create more than enough of a low-pressure zone under the ENTIRE CAR to keep both axles planted on the ground.
F1 has been doing it for years because F1 rules were standardized before ground-effects were well-understood, and the F1 governing body refused to change the rules to allow the use of ground-effects instead of spoilers.
