    A timeline of police response to NY shootings
    By The Associated Press – 1 hour ago
    Binghamton police Chief Joseph Zikuski gave the following timeline of the police response to the shootings at the American Civic Association on Friday:
    10:30 a.m. — Broome County communications center received several 911 calls. The callers spoke broken English, and police at first couldn't determine the problem or the origin of the calls.
    10:32 a.m. — Officers were dispatched to the scene.
    10:33 a.m. — One of the police units radioed that they were at the scene.
    10:38 a.m. — Police received a call from receptionist Shirley DeLucia, who had been shot but crawled under the desk with a cell phone. She gave police a description of the scene and the gunman.
    11:13 a.m. — A SWAT team arrived and entered the building. Shortly afterward, they evacuated the surviving victims.
    11:27 a.m. — Police reported that they had found DeLucia and took her out of the building.
    (This version CORRECTS that DeLucia was taken out of the building at 11:27, not that the building was cleared at 11:27))

    If there was no shooting going on at their arrival, they wouldn't go rushing in. Active shooter vs. possible hostage situation means different tactics.

    that use to be the case, now most depts will enter and attempt to stop the shooter; which is why most now carry big scary rifles

    I'm aware of the half-assed changes that have been made since Columbine.

    Was he still shooting at the time police arrived? No shooting = no IARD

    Most departments will wait for SWAT to arrive before making entry in an active shooter situation. My department realizes the potential for more killing, and will make entry almost immediately.

    from what i've understood law enforcement agencies understand that the best method to stop active shooter situations is immediate armed response.
