and he needs a new ECU, the dealership wants to charge him $1100 for the ECU and then another $300 for "programming". whole estimate is like $1800

how badly is he getting fucked on this deal?

Not sure if this will help but my ex-wife works at a Freightliner dealership, the Dodge dealership in town brings their Dodge's to them to have diesel engine work done. Perhaps take it to a Cummings place or a big rig shop that does diesel repair ... I do know ECU stuff is $$$. On the big rigs they pull parameters off your old ECU and xfer to the new one, mileage, hours, HP, stuff like that.

Federal emissions warranty - 8yrs/80k miles on ECU... don't know if it applies to diesel, but it's worth checking in to.

I used to work back in the day at Cummins Southern Plains in Mesquite, TX. We used to work on those trucks all the time. We were cheaper than the dealer. I believe there is one in Austin may want to check it. They might help you better.
