    Have to agree, the guy got sold down the river by his supervisor(s) initially who said he didn't have permission to have the data but in follow-on reports it was clarified that he was not in the wrong. The security policies that the VA did have were poorly implemented at best. With CAC cards, pki certs, and all the latest available software encryption its a definite wonder why they would allow unecrypted "sensitive" data out of their building but hey they are a government organization so you can only expect so much.
