15 sites connect to 1 central site through VPNs. If I add VPN tunnels to connect the 15 sites for redundancy, if one tunnel goes down, will traffic automatically find its way through a different path of VPN's? (like around the star?) Will it learn that it can go multiple ways? Or will it simply not get there because the "static route" it is supposed to use is down? Does anything really matter?? LOL Cause if one site's internet goes down they can't connect anyway..and if the central site's T1 goes down, nothing is getting through no matter how many redundant tunnels there are.

You can set static routes with different priorities across multiple VPN interfaces using something like OpenVPN. When one goes down, another will kick in. But it doesn't sound like VPN redundancy will buy you much in your scenario.
