Is the stock SS barrel any better than the stock steel one?

Length of pull, the measurement from the curve of the trigger to the end of the buttstock. And the overall length of the rifle.

The problem with the cheap, mass produced Ruger barrels (all of them except the target heavy one) is the bore tends to meander down the barrel in a non-straight path. The bore is not always perpendicular to the muzzle due to this fact.

    :(

The chamber in mine feels really loose. The brass gets shit all over the side the extractor is on.

Oh, and that non-straight, non-perpendicular muzzle is why it's best to have a pro thread your barrel. I asked the guy at Gander Mountain what he would index off of to thread one and he said the bore. Gemtech and others who make cans actually have a dowel they insert into the bore and index off it so the threads are concentric to the path the bullet is following when it leaves the muzzle, not just to the muzzle itself.

If that is the problem then why do they tend to shoot just as well as most aftermarket barrels once they're cut back and rechambered with a match chamber?

Thats the problem with the stock barrels. From what I've seen the SS barrels are about the same as the blued barrels in terms of performance out of the box.
